Fill out a Washington bill of sale (420-065) on your phone
Washington's Department of Licensing publishes one bill of sale for both vehicles and vessels. The buyer uses it when transferring the title, and the price on it is what the state uses to assess use tax. The seller separately files a Report of Sale within five business days so the vehicle is no longer tied to them.

The fields that matter
| Field | What to enter |
|---|---|
| Vehicle or vessel description | License plate or registration number, VIN or hull identification number, year, make, model, and for a vessel its registration number. |
| Sale | The date of sale and the sale price. If the vehicle is a gift or trade, say so. |

| Odometer | Washington's odometer disclosure is made on the title (or the DOL odometer disclosure statement), not on this form. |
How to fill out the TD-420-065 in FormFill
- Get the official PDF onto your phone. Tap the agency link above and save the PDF (on iPhone, Share, then Save to Files; on Android it lands in Downloads). Only use the agency's own copy: the form changes, and an old revision can be rejected.
- Import it into FormFill. Open FormFill and tap Import PDF, then pick the file. FormFill writes on top of the page, so it does not matter whether the PDF has fillable fields or is a flat scan.
- Fill the fields. Tap Text, then tap where an answer belongs and type it. Drag to move, pull a corner to resize. Use Check for the checkboxes and Date where a date is asked for. Pinch to zoom on the small boxes.
- Sign it. Tap Sign to draw your signature (or reuse a saved one with Pro) and place it on the signature line, not on the printed-name line. Initials covers any initial boxes.
- Finish and send. Tap Done. FormFill flattens your entries into the PDF and offers Share a copy or Save to device. Open the exported file once before you send it.
On this form: Type the plate, VIN or HIN and the vehicle details from the title, the sale price and the date, then each party adds a Sign signature beside their printed name. Export the PDF and share it with the other party so both have the same copy.
Mistakes to avoid
- The buyer has 15 days to transfer the title; late transfers carry a penalty that increases with time.
- The seller's Report of Sale is a separate step and is what releases the seller from liability.
- Use tax is based on the price shown or the vehicle's fair market value, whichever the DOL applies; an unrealistically low price invites a valuation instead.
- The VIN or HIN must match the title exactly.

How does the seller report the sale in Washington?
By filing a Report of Sale with the Department of Licensing within five business days, online or at a licensing office. It records that the seller no longer owns the vehicle.
